August 24th. United States Ambassador reports that

the export of 5,000 mats of rice bought before the war has been prohibited by you so hea by San Francisco Co.

U.S.Government is anxious that the consignment should

be exported. I should be glad to learn whether it is possible to meet wishes of U.S.Government and to receive your views.
